Important implementation notes (for internal launch readiness)

Opt-in is purpose-specific (service updates). Employee/crew operational alerts must be a separate opt-in with separate records.
Submitting a service request, entering a phone number, or scanning a QR code does not count as consent by itself.
Consent must be stored with timestamp, source page, disclosure text/version, and revocation status before enrollment/sending.
